The so-called "Puppy
Protection Act" (PPA)
has been introduced
in the House of Representatives
by Rep. Ed Whitfield (R-KY) designated
H.R. 3484. 36 co-sponsors
have already signed onto the bill.
H.R. 3484 is virtually identical
to the PPA introduced by Whitfield in
the 107th Congress, except that
it does not require setting federal
"socialization" standards for
dogs. Companion legislation is expected
to be introduced in the Senate
shortly, sponsored by Sen. Rick
Santorum (R-PA). The AKC urges
all fanciers to write or call your
U.S. Representative asking him
or her
NOT TO COSPONSOR H.R. 3484.
What all fanciers can do is write
their US Senators and their U.S. Senators
and their U.S. Representatives
telling them that as a purebred dog fancier
who is not a commercial breeder
you strongly oppose the Puppy Protection
Act because it is bad law that
unnecessarily injects the federal government
into the decisions of breeders
and their veterinarians about when and how
to breed dogs. Tell your
members of Congress that the Animal Welfare
Act already contains provisions
that are adequate to protect the health of
animals if adequately enforced.
Tell them that you also oppose the "three-strikes-and-you're-out" provision
of the Puppy Protection Act
because it will result in weaker,
not stronger, enforcement of the Animal
Welfare Act, and will bog the
U.S Department of Agriculture's enforcement
program down in endless litigation.
Do not send your letters by regular
mail, because regular mail to
congressional offices is still
being severely delayed by concerns about
bioterrorism. Instead,

office. If you call, in addition to
asking the person you speak
with for the address and fax number or
e-mail address of the member,
also take the opportunity to tell the person
you are speaking with that you
strongly oppose the Puppy Protection Act,
which has already been introduced
in the house (H.R. 3484), and is being
circulated for co-sponsors in
the Senate and that you are asking your
Senator or Representative NOT
to cosponsor or support the legislation.
